About Town Meeting

Town Meeting is a unique and historic form of government that dates back to the earliest days of our country. It is a chance for you to engage with the Dover community and take an active role in shaping the future of your town. At Town Meeting, you will have the opportunity to learn about the issues facing the town and to vote on proposals that will impact its direction. It is an excellent way to get involved, meet fellow citizens, and make your voice heard. This year's Town Meeting promises to be an exciting and informative event, and we urge you to consider attending and participating in this important civic duty. Your involvement can make a significant difference in the success and well-being of your community. 

Town Meeting Warrant

The Town Meeting Warrant lists the meeting’s time, place, and agenda. A town Meeting action is not valid unless the subject was listed on the warrant. Town officials sent out the warrant for all residents in advance of Town Meeting. The warrant contains information about the various issues that will be discussed during Town Meeting.

Warrant Committee Recommendations

One of the most important articles at Town Meeting is the Town’s budget. This budget recommendation will be presented to all in April, through the Warrant Committee Report and Recommendations for the Annual Town Meeting. This report is commonly referred to as the 'Blue Book', owing to its blue color. The Blue Book will provide more detailed information and explanations for each article. It's recommended to bring a copy of the Blue Book along with you to Town Meeting.

About Open Hearing 

The Open Hearing is an informal and informational meeting that provides an opportunity for residents to learn about the purpose behind each Warrant Article. The proponents of each article are present to explain their reasoning behind the proposals and answer any questions from the audience.  Its a great way to learn about the issues that are important to the town and its residents and to make informed decisions during the Town Meeting.
